Wooden Garden Sheds

We are putting up a shed in the backyard. Should we just level and kill the grass or should we dig? Aside from the permit...does anyone know Florida laws? Does it need to be a certain distance from the privacy fence? Any help would be appreciated.
if you build it so it is just setting on the surface, you would be able to move it if you needed or wanted to. you could set it on cement pavers for a foundation to keep the wood dry.
